Federal Research Priorities for 2014

The Office of Science and Technology Policy (OSTP) is part of the executive branch of the federal government to provide advice to the President on Science and Technology.  One function of OSTP is to provide guidance to the federal funding agencies, such as NSF, NIH, DOE, on priority areas that will receive funding in the President’s budget.  Below is a summary of these areas.

 

Advanced manufacturing

Agencies should give priority to those programs that advance the state of the art in manufacturing, with particular emphasis on government-industry-university partnerships

and enabling technologies (such as robotics, materials development, and additive manufacturing) that benefit multiple sectors, as described in the National Strategic Plan for

Advanced Manufacturing.

 

Clean energy

Agencies should give priority to R&D to advance clean-energy technologies; R&D to address the manufacturing challenges of clean-energy technologies; R&D to advance meteorological and oceanic forecasting to support deployment of clean-energy technologies; and R&D to increase energy efficiency in industry, buildings, and manufacturing.

 

Global climate change

Particular emphasis should be given to research that advances understanding of vulnerabilities in human and biogeophysical systems and their relationships to climate extremes, thresholds, and tipping points.  Specific areas where progress is needed include observations to detect trends in extremes; integration of observation into models; attribution of change to human or natural causes; integrated research on Earth and human systems; simulation and prediction at spatial and temporal scale conducive to decision making; and adaptation responses to changing frequency and intensity of extreme events.

 

R&D for informed policy-making and management

Agencies, especially those with primary missions other than R&D, should give priority to R&D that strengthens the scientific basis for decision-making, particularly with regard to health, safety, and environmental impacts.  This includes efforts to enhance the accessibility and usefulness of data and tools for decision support.  Agencies should give priority to R&D that advances the delivery of the following policy goals: ecosystem and landscape-scale management; implementation of the National Ocean Policy and other priority ecosystem and restoration initiatives; sustainable stewardship of critical energy, mineral, air, water, and species resources; implementation of Federal sustainability and adaptation initiatives; and development of sustainable food production systems that minimize the use of inputs such as water, energy, pesticides, and fertilizer and increase the productivity of agriculture while minimizing environmental impacts.

 

Information Technology Research and Development

Within the interagency Networking and Information Technology Research and Development initiative, agencies should give priority to investments that address the challenges of, and tap the opportunities afforded by, the Big Data revolution- the fast-growing volume of large and complex collections of digital data.  Agencies should also give priority to research guided by the Trustworthy Cyberspace: Strategic Plan for Cybersecurity R&D Programs to develop technologies that can protect our systems against current and future cyber-attacks.

 

Nanotechnology

Within the interagency National Nanotechnology Initiative, agencies should give priority to implementation of the 2011 Environmental, Health, and Safety (EHS) Research Strategy, presenting an approach to ensuring the safe, effective, and responsible development and use of nanotechnology; and support for the Nanotechnology Signature Initiatives…

 

Biological Innovation

Agencies should give priority to R&D investments that have the potential to foster biological innovations, in particular enhancing translational sciences and science that supports regulation to accelerate innovation and regulatory decision-making, and enhancing post-secondary  and graduate-training programs to ensure that existing programs adequately prepare students for the bioeconomy workforce.

 

Science, technology, engineering, and mathematics (STEM) education

In keeping with the forthcoming Federal STEM-education strategic plan, agencies should give priority to programs that use evidence to guide program design and implementation and improve measurement of outcomes.  Agencies should also enhance coordination with other agencies and focus their funding on those areas of STEM education where the Federal government can have maximum impact.  These areas include engaging more citizens in STEM, preparing effective STEM teachers, improving undergraduate STEM success, and better supporting the participation and success in STEM of individuals from historically underrepresented groups.

 

Innovation and commercialization

Agencies should promote innovation and commercialization from Federal R&D investments, where appropriate, through support for inducement prizes, early-stage technology development, university-industry partnerships, and efforts to better link graduate training with both private and public-sector workforce needs.  Such efforts should be aligned with the Administration's Cross-Agency Priority Goal to improve performance across Federal services for entrepreneurs and small businesses.

NSF Major Research Instrumentation Program Limited Submission Deadline

 

The NSF Major Research Instrumentation Program (MRI) (http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=5260serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, museums, science centers, and not-for-profit organizations. This program especially seeks to improve the quality and expand the scope of research and research training in science and engineering by providing shared instrumentation that fosters the integration of research and education in research-intensive learning environments. Development and acquisition of research instrumentation for shared inter- and/or intra-organizational use are encouraged, as are development efforts that leverage the strengths of private sector partners to build instrument development capacity at academic institutions.

The internal deadline for limited preproposals for MRI is 3:00 p.m. Friday, Nov. 16, 2012. The preproposals should be mailed to limitedsubmissions@ucr.edu and

The Tobacco-Related Disease Research Program (TRDRP) funds research that enhances understanding of tobacco use, prevention and cessation, the social, economic and policy-related aspects of tobacco use, and tobacco-related diseases in the State of California.  Awards are available for pre-doctoral  fellowships, post-doctoral fellowships, exploratory research,  and research projects.

Dr. Astoria will discuss the TRDRP program and strategies for Successful Grant Writing.  The TRDRP program funds research on the following priority areas:

 

·         Advance policies to reduce environmental exposure to the toxic effects of tobacco smoke, tobacco smoke residue, cigarette butts, and other tobacco products. Exposure and toxicity of cigarette butt waste or Biomarkers of THS exposure

 

·         Advance innovative research in the early diagnosis of tobacco-related diseases, e.g., the role of inflammation and oxidative stress in tobacco-related disease pathogenesis or culturally sensitive health communications on discussing detection and lung cancer

 

·         Expand the scientific basis to inform the regulation of nicotine and tobacco products at the local, state and national level, e.g., the results of targeted marketing of putative modified risk products, e.g., e-cigarettes, etc., or  how consumers may smoke de-nicotinized cigarettes differently

 

·         Prevent and treat tobacco use and promote equity among disproportionately impacted groups. Studies on the basic neuroscience of nicotine addiction, e.g., targeted marketing aimed toward girls and young women or desensitization of nicotine’s effects on smokers by interrupting the causal chain in nicotine addiction thereby leading to more effective smoking cessation treatments

 

·         Advance the ability of communities throughout California to assess and limit the influence of the tobacco industry, e.g., policy research that documents lives and money saved by tobacco control ordinances or the tobacco industry’s role in maintaining smoking in Indian Gaming Casinos

2020 Vision:  Jane Silverthorne, NSF, Division of Integrative Organismal Systems (11/2)

 

Several distinguished speakers will be coming to UCR this year to give a talk aligned with UCR’s strategic plan.  This speaker series will be called “2020 Vision” because the talks will focus on the grand challenges for the next decade.

 

Title: “Grand Challenges in Organismal Biology”

The Division of Integrative Organismal Systems (IOS) supports research aimed at understanding why organisms are structured the way they are and function as they do. The research supported by IOS focused on organisms as a fundamental unit of biological organization, using systems approaches that will lead to conceptual and theoretical insights and predictions about emergent organismal properties.  Areas of inquiry include, but are not limited to, developmental biology and the evolution of developmental processes, nervous system development, structure, and function, physiological processes, functional morphology, symbioses, interactions of organisms with biotic and abiotic environments, plant genomics, and animal behavior.

 

Organismal biology is undergoing a transformation brought about by new research resources, technologies and computational tools. Long-standing questions about the evolution and development of organisms and the bases for emergent properties are receiving renewed attention as the grand challenges in organismal biology are defined and tackled by a diverse research community. In this talk, I will discuss community efforts to define the grand challenges in organismal biology and some of the resulting opportunities for discovery, learning, broadening participation, and engaging the broader public.

 

Dr. Silverthorne received her B.Sc. degree in Biology from the University of Sussex, Brighton, England and the Ph.D. degree in Biochemistry from the University of Warwick.  Her research training is in the area of plant biology and her research has focused on the role of the phytochrome system in regulating plant growth and development. Dr. Silverthorne came to the National Science Foundation in 1999 as a Program Director from the University of California, Santa Cruz, where she served as Professor of Molecular, Cellular and Developmental Biology.  She subsequently accepted a permanent Program Director position in 2003 and served as a Cluster leader responsible for the management of the Plant Genome Program in the Division of Biological Infrastructure (DBI). Between November 2006 and March 2008, Dr. Silverthorne was on detail at the White House Office of Science and Technology Policy as a Senior Policy Analyst in the Life Sciences.  In November 2007, Dr. Silverthorne was appointed Acting Deputy Director for DBI, and she became Deputy Director in December 2008.   In June 2009, she moved to the Division of Integrative Organismal Systems where she currently serves as the Division Director.
