Larry Page, the co-founder of Google has said “If what you’re doing is not seen by some people as science fiction, it's probably not transformative enough.” That’s the type of research the Keck Foundation is looking to fund. Did you have an idea that is disruptive to your field?
The Keck Foundation offers the opportunity to discuss potential proposals with universities before full proposals are submitted. If you are interested in applying to Keck for the upcoming submission, please contact Helen Magid Helen.magid@ucr.edu as soon as possible. An abstract of less than one page, that will help focus the conversation with Keck is needed by Friday, July 25. An ideal abstract might be one that was declined by a federal agency with reviews that indicated that the research is very innovative and exciting, would have a large impact, but is too risky, due to the lack of preliminary data, or a disruptive idea that you haven’t submitted to a federal agency, because it’s too early.
Your project or research will need to answer the question, “Why is this innovative?” In my experience, the most common reasons that proposals are rejected by Keck is that they are not ambitious enough, i.e., an incremental advance over the state of the art vs. creating a new paradigm. One sign that a proposal is not ambitious enough is that proposal title is similar to a title of a single journal paper vs. a new approach that will transform a field.

Sonny Ramaswamy of USDA to Visit UCR on July 21, 2014.

Dr. Sonny Ramaswamy will be visiting UCR on Monday, July 21. He will speak at 10am in the Genomics Auditorium.
Dr. Sonny Ramaswamy was appointed to serve as director of the USDA's National Institute of Food and Agriculture (NIFA) on May 7, 2012. As part of USDA's Research, Education, and Extension mission, he oversees NIFA awards funds for a wide range of extramural research, education, and extension projects that address the needs of farmers, ranchers, and agricultural producers. Prior to joining NIFA, Dr. Ramaswamy served as Dean of Oregon State University's College of Agricultural Sciences and Director of the Oregon Agricultural Experiment Station. He received a Bachelor of Science in Agriculture, and a Master of Science in Entomology from the University of Agricultural Sciences, Bangalore, India. His doctorate in Entomology is from Rutgers University.

National Plant Genome Initiative: Five Year Plan
The Office of Science and Technology Policy (part of the
executive branch of the US government) has released a National Plant Genome
Initiative: Five Year Plan/ The quick summary is:
Objective 1: Develop a new generation of databases and tools to enable every step in the innovation chain from basic discovery to translation into practical application and widespread use.
Objective 2: Create a network of plant germplasm resources to meet the Nation’s research and breeding needs for the 21st century
Objective 3: Build tools to advance our understanding of plant biology and translate this knowledge into precision plant breeding for the development of sustainable systems for food, bioenergy, and industrial feedstock production
Objective 4: Empower the workforce to use a new generation of tools and resources
Objective 5: Build public-private partnerships to advance the translation of basic discoveries into practical application and support innovation in the practice of agriculture
Objective 6: Strengthen international partnerships to bring the benefits of new discoveries to all

US Department of Education Releases Proposed Priorities for Discretionary Grant Programs
The US Department of Education is soliciting feedback on the proposed supplemental priorities until July 24. Interested parties can submit through the Federal eRulemaking Portal at www.regulations.gov . In my experience, feedback can have an impact but the final priorities are likely to be similar to the proposed ones.
Themes included in the proposed priorities include a focus
on the continuum of education from early childhood education, through to career
trajectories and workforce success including a focus on college and career
readiness and success. It is intended that these priorities will be used
widely across many discretionary grant programs and may be identified as either
an absolute priority, competitive priority, or invitational priority.
Proposed Priorities
1: Improving Early Learning and Development Outcomes
This priority area would support programs that will improve early learning and development outcomes for children from birth through third grade. This can be done with a focus on increasing access to high quality programs and services as well as improving the quality and effectiveness of the early education workforce. The Department is also looking for a focus on improved coordination between early learning systems and the elementary education systems and sustained improvement of early education outcomes throughout elementary school and beyond.
2: Influencing the Development of Non-Cognitive Factors
This priority area would support programs that will improve non-cognitive skills, for students of all ages, as well as enhancing student motivation and engagement with the learning process.
3: Promoting Personalized Learning
This priority area would support increasing personalized learning by differentiating content, tools, and materials for individuals, thus improving their overall academic outcome. This can be done by implementing personalized learning approaches as well as awarding credit based off of adapted assessments of academic performance and growth.
4: Improving Academic Outcomes for High-Need Students
This priority area would support programs designed to improve both academic outcomes and, or, learning environments for high need students including: students in rural areas, students learning English, students with disabilities, as well as disconnected youth and students living in poverty.
5: Increasing Postsecondary Access, Affordability, and Completion
This priority area would support programs that aim to reduce the net cost of postsecondary education and median student loan debt and increasing the number of high-need students who both enroll in and complete postsecondary education. The area will also support increasing the development and implementation of quality online and hybrid credit-bearing learning opportunities which are accessible and thus help to reduce the net cost of postsecondary education while also increasing degree completion rate.
6: Improving Job-Driven Training and Employment Outcomes
This priority area would support programs that aim to increase transition from education to employment. This could be done with increased employer engagement, work-based learning opportunities, as well as integrating education and training, creating relevant skill sets to increase employment outcomes.
7: Promoting Science, Technology, Engineering, and Mathematics (STEM) Education
This priority area would support programs and directives intended to increase the number of highly skilled workers in STEM fields. This can be done with projects and programs that increase preparation of STEM educators, increase the difficulty and applicability levels of STEM coursework in order to recreate “authentic STEM experiences,” increase and support partnerships with companies in the STEM fields in order to increase field-specific job-driven training and increase minority representation within STEM fields.
8: Implementing Internationally Benchmarked College and Career-Ready Standards and Assessments
This priority area would support the creation and implementation of internationally benchmarked college and career-ready standards as well as student assessments and performance-based evaluations in sync with those standards. Professional development and educator training programs aligned with the standards and programs that help to translate the standards and information from assessments into classroom practices would also be supported.
9: Improving Teacher Effectiveness and promoting Equal Access to Effective Teachers
This priority area would support programs designed with the idea “that teacher effectiveness contributes more to student academic outcomes than any other in-school measure.” Programs would be supported if they were designed to increase effective teachers in low-performing schools as well as schools with low-income and minority students, and to improve early career development of teachers in addition to the preparation of teachers with the goal of increasing their effectiveness.
10: Improving the Effectiveness of Principals
This priority area would support programs which help to implement professional development training and preparation for principals. Additionally, programs that help principals implement strategies and support policies to “turn around” low performing schools would be supported as would strategies in recruiting and hiring effective principals.
11: Leveraging Technology to Support Instructional Practice and Professional Development
This priority area would support programs which use technology to support professional development and increase effectiveness in education. In particular, programs which leverage technology to help support other priority areas would be supported.
12: Promoting Diversity
This priority area would support programs which help advance diversity in all schools, including postsecondary programs, so as to prepare students for “success in an increasingly diverse workforce.”
13: Improving School Climate, Behavioral Supports, and Correctional Education
This priority area would support programs which aim to improve student outcomes and effectiveness such as by improving school climate and behavioral support, reducing disciplinary disparities, and improving education programs in juvenile justice facilities.
14: Improving Parent, Family, and Community Engagement
This priority area would support programs with the goal of increasing a sense of shared responsibility amongst schools, communities, and families in education, particularly early education. Such programs could involve system wide changes and initiatives aimed at increasing engagement at all levels of the education process and professional development courses to improve educator’s ability to increase engagement.
15: Supporting Military Families and Veterans
This priority area would support programs that help address the “unique educational needs and challenges faced” by military and veteran connected students.
