Derivation and Use of Human Stem Cells
Effective January 1, 2003, California law requires local
HRRBs to review research involving the derivation and use of human stem cells.
This new law is more restrictive than federal human research protection regulations,
which govern use of living humans or identifiable data about living humans. In
short, the state now requires HRRBs to regulate derivation and use of stem
cells, whether embryonic or non-embryonic, as carefully as collection and use
of blood or tissue specimens from living persons.
UCR researchers wishing, for research purposes, to derive and use human stem
cells are now required to submit an application for HRRB review. The full text
