Workshops on BRAIN initiative and Big Data
Research and Economic Development and Economic Development is sponsoring two workshops on topics that the federal government has selected as areas for increased funding. At these workshops, faculty will present 5 minute summaries of their research. The goal is to meet collaborators and discuss opportunities for forming teams to apply for larger awards. To encourage the widest participation, a doodle poll is being used to find the date that works for the most people. If you are interested, select a link below.

NSF: Returned without Review
NSF issued a new Grant Proposal Guide (http://www.nsf.gov/publications/pub_summ.jsp?ods_key=gpg) effective January. One aspect of that grant proposal guide is that results of prior NSF support needs to be in a particularly format and include information on the broader impacts. Unfortunately, UCR has had two proposals returned without review in the past few weeks due to not including this information or having it in the wrong format.
While Sponsored Program Administration will redouble its efforts to check for this issue, faculty and departmental administrators also should be aware of the rigorous enforcement of this requirement to avoid letters such as the one below.
I regret to inform you that the National Science
Foundation (NSF) did not consider your proposal referenced above.
Proposals submitted to NSF must be complete and conform to the proposal
preparation requirements contained in the Grant Proposal Guide and/or special
requirements in the program announcement/solicitation under which they are
submitted. Your proposal was administratively screened and was not
considered for review because it was not responsive to the requirements
specified in the Grant Proposal Guide or the program announcement/solicitation.
Returned without review because the Results of Prior Support section of the Project
Description does not state the amount of support and does not explicitly state
the intellectual merit and broader impact of prior support. Grant
Proposal Guide (NSF 13-1) p. II-9
(iii) Results from Prior NSF Support
If any PI or co-PI identified on the project has
received NSF funding (including any current funding) in the past five years,
information on the award(s) is required, irrespective of whether the support
was directly related to the proposal or not. Funding includes not just salary
support, but any funding awarded by NSF. Each PI and co-PI who has received
more than one award (excluding amendments) must report on the award most
closely related to the proposal. The following information must be provided:
(a) the NSF award number, amount and period of
support;
(b) the title of the project;
(c) a summary of the results of the completed work,
including accomplishments, described in two separate sections, related to the
Intellectual Merit and Broader Impact activities supported by the award;
(d) publications resulting from the NSF award;
NSB: administrative Burdens
The National Science Board (NSB), which establishes the policies of the National Science Foundation (NSF) and recommends and encourages the pursuit of national policies for the promotion of research and education in science and engineering, recently established a Task Force on Administrative Burdens that is charged with examining faculty administrative workload as it relates to federally sponsored research. The Task Force is also interested in identifying opportunities to reduce burden while maintaining accountability and oversight. The NSB Task Force has released a Request for Information (RFI) seeking recommendations from principal investigators for reducing the administrative workload associated with their Federal awards. Responses to the RFI will be considered as the Board develops recommendations to ensure investigators’ administrative workload is at an appropriate level.
This is a rare opportunity to express to the federal government, the increasing and demanding administrative burden placed on principal investigators associated with federal research funding. It is rare that researchers are formally taught about good data management practices. Instead we develop our own systems for filing documents, arranging data sheets, handling versions, and documenting analyses that are often unique and unintelligible to others. In this talk, Dr. Strasser will focus on the common mistakes that scientists and engineers make, and how to avoid them. She will cover best practices for data management, which will facilitate data sharing, reuse, and archiving in the future. She will also introduce tools for helping with data management, and discuss new funder requirements for data management plans.
Biography:
Carly A. Strasser is a data curation specialist at the California Digital Library, University of California Office of the President. She has a PhD in Biological Oceanography, which informs her work on helping researchers better manage and share their data. She is involved in development and implementation of many of the UC Curation Center’s services, including the DMPTool (software to guide researchers in creating a data management plan) and DataUp (an application that helps researchers organize, manage, and archive their tabular data).
