Federal Government Re-Opens

Specific Guidance for NSF and NIH:

National Science Foundation

  • Fastlane and Research.gov are now operational. 
  • On October 22, 2013, NSF issued a Revised Proposal Due Date Listing for programs having due dates that fell between October 1 - 25, 2013.  The revised dates apply whether the proposal is being submitted via the NSF FastLane System or Grants.gov.   
  • Due to compressed proposal deadlines resulting from the shutdown, proposers are advised that they may experience a delay when contacting NSF's IT Help Central with technical support questions.   Frequently asked questions regarding the date changes are available on the Resumption of Operations page on the NSF website at: http://www.nsf.gov/bfa/dias/policy/postshutdown.jsp .  Questions regarding the specific funding opportunity should be directed to the cognizant NSF program officer(s) identified in the funding opportunity.   General shutdown questions should be directed to policy@nsf.gov.  
  • Awardees should submit their project reports via Research.gov as soon as possible.
  • Due to the government shutdown, the window for submissions to the Division of Materials Research (DMR) programs that normally would close October 31 - including Biomaterials, Ceramics, Condensed Matter and Materials Theory, Condensed Matter Physics, Electronic and Photonic Materials, Metals and Metallic Nanostructures, Polymers, Solid State and Materials Chemistry - has been extended to Wednesday, November 13, 5 pm your local time.

National Institutes of Health:

  • The eRA Commons is now operational.
  • NIH Issued Notice Number: NOT-OD-14-007 with guidance on the resumption of activities.
  • All October grant application due dates have been rescheduled as follows:

  • NIH Load Repayment Program application deadline has been extended from November 15 to December 2. 
  • November Application Due Dates
    November grant application deadlines will not change (with the exception of the Loan Repayment program deadline listed above).   
  • Replacing an Application that was Submitted for an October Due Date
    Since October application due dates are moving to November, NIH is giving applicants who have already submitted an application for an October due date the opportunity to replace the submission with a "refreshed" application.   See Notice for guidelines. 
  • Rescheduling Peer Review Meetings
    Most NIH peer review meetings that occurred during or immediately following the government shutdown will be rescheduled so that as many applications as possible are able to be considered at January 2014 Council meetings.   
  • Opportunity to "Refresh" Applications that are Reassigned to May 2014 Council
    There may be some applications that cannot be reviewed in time for the January 2014 Advisory Council. Those applications will be reassigned to the May 2014 Advisory Council and both the principal investigator and the signing official listed on the grant application will receive an email notification alerting them to the change during the week of November 4, 2013. NIH will also adjust the meeting dates listed in the eRA Commons for these refresh-eligible applications to 09/09/9999 so the applications can be easily identified. 

    Applications reassigned to the May 2014 Advisory Council will proceed to initial peer review in February/March 2014 without any action from the applicant. However, NIH is giving these applicants the option of withdrawing and submitting a refreshed application.  See Notice for additional information.
  • Early Stage Investigator Eligibility
    NIH will automatically adjust the Early State Investigator (ESI) status for applicants whose status has changed during the period of delay caused by the shutdown.
  • K99/R00 Eligibility
    NIH has posted the final due date for resubmission applications to PA-11-197 "K99/R00 NIH Pathway to Independence Award (Parent K99/R00)".  See Notice for additional information.
  • Payment Management System
    Payments through the Payment Management System (PMS) should now be processing as usual.  See Notice for additional information.
  • Award Actions
    NIH anticipates resuming the release of awards sometime after November 1.
  • Financial Operations under a Continuing Resolution
    NIH soon will publish a Notice on their financial operations under a continuing resolution.  See  Notice for additional information.
  • NIH Operates under Continuing Resolution
    The Department of Health and Human Services (HHS), including NIH, operates under the Continuing Appropriations Act, 2014 (H. R. 2775/Public Law 113-46) signed by President Obama on October 16, 2013.  This Act (CR) continues government operations through January 15, 2014 at the FY 2013 post-sequestration level. The NIH will issue non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level). All legislative mandates that were in effect in FY 2013 (see NOT-OD-12-034 and NOT-OD-13-064 ) remain in effect under the CR including the salary limitation set at Executive Level II of the Federal Pay Scale ($179,700).  See NIH Notice NOT-OD-14-012 for additional information.
